Hi Stephanie! I refer to these characters as 'The Shrub People'. They show up late November and disappear around the middle of March. Finding a group of them can be very amusing. This one seemed to be. Thank You!

Hi Julie! Yeah, The Shrub People are an interesting sight during the long grey winter. They transform familiar landscapes into something 'unknown', creating their own secret world.
They seem like slow creeping zombies or cloaked dwarfs or something mythical-- definitely mysterious. thanks for stopping by my blog and leaving a lovely comment.
